ПОЛОЖЕНИЕ КОНКУРСА НАУЧНО-ПОПУЛЯРНЫХ АНИМАЦИОННЫХ ФИЛЬМОВ «МУЛЬТПРОМ»

1.         Общие положения

1.1.      Международный конкурс научно-технических анимационных фильмов «МультПром» (далее – Проект) проводится в рамках Международного фестиваля научно-технического творчества детей и молодёжи «От Винта!» (далее – Фестиваль). Фестиваль реализуется с 2005 года под эгидой Министерства промышленности и торговли Российской Федерации (далее – Минпромторг России)

1.2.      Организатор Проекта и учредитель Оргкомитета Проекта – Фонд всестороннего развития детей и молодежи «ОТ ВИНТА» (далее – Фонд)

1.3.      Цель Проекта– популяризация промышленности, науки и инженерных профессий, привлечение внимания общественности к новым техническим разработкам, стартапам и технологическим практикам, содействие профориентации молодежи посредством анимации.

1.4.      Задачи Проекта:

• развитие просветительской и профориентационной деятельности, направленной на донесение через анимационное творчество информации о достижениях промышленности и инженерии, технологиях изготовления промышленной продукции, научных открытиях и исследованиях, научно-технического прогресса;
• возрождение и развитие синергии промышленности, инженерии, науки и анимации;
• развитие научно-технического направления анимационного искусства;
• создание условий для обучения детей и молодёжи донесению информации о технологических и научных проектах через искусство мультипликации.

1.5.      Сроки проведения – ежегодно, в соответствии с дополнительными решениями Оргкомитета Проекта. Решение о ежегодной дате проведения этапа Проекта публикуется на информационном ресурсе www.otwinta.com.

2.         Категории участников Проекта

2.1.      К участию в Проекте приглашаются следующие категории детей и молодёжи – создателей анимационных фильмов в возрасте до 35 лет:

• молодые специалисты по анимации;
• участники студий анимационного кино;
• обучающиеся художественных объединений и организаций;
• молодые специалисты, заинтересованные в продвижении своих научно-технических проектов;
• студенческая молодёжь;
• участники детских технопарков, воспитанники объединений научно-технического творчества;
• иные категории детей и молодёжи, увлечённые мультипликацией.

Работы, направленные участниками, делятся на следующие возрастные группы:

• от 5 до 11 лет;
• от 12 до 18 лет;
• от 19 до 26 лет;
• от 27 до 35 лет.

2.2.      Участие в Проекте возможно как индивидуально, так и авторским коллективом, участники которого соответствуют категориям данного Положения.

2.3.      В случае, если заявка подаётся авторским коллективом, каждый член авторского коллектива без исключения должен соответствовать одной из возрастных категорий.

2.4.      У каждого участника или группы участников может быть наставник (без ограничения возраста), выступающий в роли руководителя проекта.

3.         Требования к конкурсным работам Проекта

3.1.      Для участия в Проекте принимаются работы, выполненные в различных анимационных техниках продолжительностью не менее 1 минуты и не более 10 минут.

3.2.      Конкурсная работа должна соответствовать одной из шести номинаций конкурса:

3.2.1    Промышленность и наука (фундаментальные исследования, инновационные проекты, промышленные достижения).

3.2.2    Научно-технические достижения молодёжи, технологические стартапы (разработки современных молодых изобретателей для развития промышленности и науки).

3.2.3    Как это делается (технология производства, профессиональное ориентирование).

3.2.4    Мир будущего (гипотезы, догадки, перспективные разработки).

3.2.5    Герои инженерной мысли (учёные, изобретатели, естествоиспытатели).

3.2.6    Свободная научно-техническая тема.

3.3.      Области и направления конкурсных работ: авиация; космос; железнодорожный транспорт; судостроение; сельское хозяйство; станкостроение; цифровые технологии; легкая, лесная, химическая, радиоэлектронная, пищевая, фармацевтическая, медицинская промышленность; ракетостроение; черная и цветная металлургия; ОПК и другие направления науки и промышленности, инженерии.

3.4.      Работы должны быть выполнены в жанре научно-технического творчества, то есть основываться на фактах, идеях, концепциях, гипотезах, результатах исследований, новых промышленных разработках, достижениях научно-технического прогресса, а также нести просветительскую функцию, передавая инженерную идею, которая легла в основу фильма, в легкой, доступной форме.

3.5.      В случае, если работа представлена не на русском языке, она должна сопровождаться либо синхронным переводом, либо закадровым озвучиванием, либо субтитрами на русском языке, либо отдельным текстовым файлом, в котором осуществлен перевод авторского текста, текста главных героев, иных реплик анимационного фильма на русский язык.

3.6.      Каждый участник может представить на конкурс не более трех работ одновременно.

3.7.      Незавершённые анимационные фильмы – сценарии, «рабочий» материал, художественные наброски образов героев и т.д. не считаются конкурсными работами и рассматриваются вне конкурсной программы.

3.8.      Анимационные ролики, произведенные профессиональными студиями, кинокомпаниями, PR-агенствами, дизайн-бюро (то есть организациями, регулярно осуществляющими коммерческую деятельность по производству подобных материалов), рассматриваются вне конкурса и могут быть премированы отдельно по решению Жюри и Оргкомитета.

3.9.      Для участия в Проекте необходимо заполнить форму заявки по ссылке: ЗАЯВКА

4.         Подведение итогов среди конкурсных работ – участников Проекта

4.1.      Подведение итогов среди конкурсных работ производится в сроки, установленные Оргкомитетом Проекта. Информация о датах подведения итогов будет размещена дополнительно на информационных ресурсах организаторов и партнёров.

4.2.      Для подведения итогов по конкурсным работам участников Проекта Фонд формирует жюри конкурса (далее – Жюри).

4.3.      В состав Жюри войдут деятели искусства, профессиональные мультипликаторы, представители организаций науки и промышленности, Минпромторга России, иных институтов и структур.

4.4.      Лучшей анимационной работе по решению Жюри присваивается Гран-при. В каждой из номинаций по решению Жюри может быть выбрано несколько победителей. Жюри, организаторы и партнёры Проекта имеют право присваивать специальные номинации и призы.

4.5.      Размер Гран-при, иных премий, а также процедура их получения устанавливаются Оргомитетом Проекта отдельным решением, которое публикуется на сайте www.otwinta.com Авторы лучших работ в каждой из номинаций каждой из лиг получат приглашение принять участие в мероприятиях Международного фестиваля научно-технического творчества детей и молодежи «От Винта!», а также получат призы и подарки от Оргкомитета и партнёров Проекта.

4.6.      Лучшие работы участников Проекта будут размещены на информационных ресурсах организаторов и партнёров. В связи с чем участники в момент отправки заявки на конкурс соглашаются на передачу (отчуждение) необходимых для этого прав.

Terms and Conditions of the International Science & technology animation Contest «MultProm»
1. General provisions

1.1. The International Science & technology animation Contest «MultProm» (hereinafter referred to as the Contest) is held within the framework of the International Festival of Scientific and Technical Creativity of Children and Youth «OT VINTA!» (hereinafter referred to as the Festival). The Festival has been implemented since 2005 under the auspices of the Ministry of Industry and Trade of the Russian, the co–organizers of the Festival are the All-Russian Public Organization «Officers of Russia», the All-Russian Public Organization «Union of Machine Builders of Russia».

1.2. The organizers of the Contest are the Foundation for the Comprehensive Development of Children and Youth «OT VINTA» (hereinafter referred to as the Foundation) and the Federal State Unitary Enterprise «Creative Production Association «Film Studio «Soyuzmultfilm» with the support of the Animation Film Association, the Animation Film School «SHAR», the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo), the Chamber of Commerce and Industry of the Russian Federation.

Contest partners: Industrial Development Fund, Russian Helicopters Holding, Rosoboronexport JSC, United Shipbuilding Corporation JSC.

1.3. The aim of the Contest is to popularize industry, science and engineering professions, attract public attention to new technical developments, startups and technological practices, and promote career guidance for young people through animation.

1.4.    The tasks of the Contest are the following:

• development of educational and career-oriented activities aimed at conveying information about the achievements of industry and engineering, manufacturing technologies of industrial products, scientific discoveries and research, scientific and technological progress through animation creativity;
• revival and development of synergy of industry, engineering, animation and science;
• development of the scientific and technical direction of animation art;
• creating conditions for teaching children and young people to convey the information about technological and scientific projects through the art of animation.

1.5. The dates of the Contest are from October 10, 2023 to November 17, 2023.

2. Categories of Contest participants

2.1. Participants who sent their animation works to participate in the Contest are included in the Amateur League category.

2.1.1 The following categories of children and youth under the age of 35 – creators of animated films are invited to participate in the Amateur League:

• young animation specialists;
• participants of animation film studios;
• students of art associations and organizations;
• young professionals interested in promoting their scientific and technical projects;
• student youth;
• participants of children’s technoparks, pupils of associations of scientific and technical creativity;
• other categories of children and youth who are passionate about animation.

The works sent by the participants of the Amateur League are divided into the following age groups:

• from 5 to 11 years old;
• from 12 to 18 years old;
• from 19 to 26 years old;
• from 27 to 35 years old.

2.2. Participation in the Contest is possible both individually and as an author’s team, whose participants correspond to the categories of this Provision.

2.3. If the application is submitted by the author’s team, each member of the author’s team, without exception, must correspond to one of the age categories.

2.4. Each participant or author’s team may have a mentor (without age restriction) acting as a project manager.

3. Requirements for the competitive works

3.1. Works performed in various animation techniques lasting at least 1 minute and no more than 10 minutes are accepted for participation in the Contest.

3.2. The competitive work must correspond to one of the six nominations of the competition:

3.2.1. Industry and science (fundamental research, innovative projects, industrial achievements);

3.2.2. Scientific and technical achievements of youth, technological startups (developments of modern young inventors for the development of industry and science);

3.2.3. The creation process (production technology, professional orientation);

3.2.4.  The world of the future (hypotheses, guesses, promising developments);

3.2.5.  Heroes of engineering (scientists, inventors, naturalists);

3.2.6. Free scientific and technical topic.

3.3. Areas and directions of competitive works: aviation; outer space; railway transport; shipbuilding; agriculture; machine tool construction; digital technologies; light, forestry, chemical, radio-electronic, food, pharmaceutical, medical industry; rocket engineering; ferrous and non-ferrous metallurgy; military-industrial complex and other areas of science and industry, engineering.

3.4. The works should be performed in the genre of scientific and technical creativity, based on facts, ideas, concepts, hypotheses, research results, new industrial developments, achievements of scientific and technological progress, and also carry an educational function, transmitting the engineering idea that formed the basis of the film, in an easy, accessible form.

3.5. If the work is not presented in Russian, it must be accompanied by either simultaneous translation, or voice-over, or subtitles in Russian, or a separate text file in which the translation of the author’s text, the text of the main characters, and replicas of the animated film is carried out in the Russian language.

3.6.    Each participant can submit no more than three works to the Contest at the same time.

3.7.    Unfinished animated films – scripts, «working» material, artistic sketches of characters, etc. are not considered competitive works and are considered outside the Contest program.

3.8.    To participate in the Contest, you need to fill out an application form.

4. Summing up the results among the competitive works – participants of the Contest

4.1.    The first summing up of the results among the competitive works will take place in 2021. Information about the dates of summing up the results will be posted additionally on the information resources of the organizers and partners.

4.2.    To summarize the results among the works of the Amateur and Professional leagues of the Contest, the Foundation forms a jury of the Contest (hereinafter – the Jury).

4.3.    The Jury will include artists, professional animators, heads of large enterprises, representatives of educational institutions of higher education, the Ministry of Industry and Trade of Russia, the Soyuzmultfilm Studio, and the Animation Film Association.

4.4.    The best animation work is awarded the Grand Prix by the decision of the Jury. Up to 3 winners can be selected in each of the nominations by the decision of the Jury. The jury, organizers and partners of the Contest have the right to assign special nominations and prizes.

4.5.    The winner of the Grand Prix of each of the leagues is awarded an internship at the Soyuzmultfilm studio. The authors of the best works in each of the nominations of each of the leagues will receive an invitation to participate in the events of the International Festival of Scientific and Technical Creativity of Children and Youth «OT VINTA!», and will also receive prizes and gifts from the organizers and partners of the Contest.

4.6.    The best works of the Contest participants will be posted on the information resources of the organizers and partners.
